Digital Scrapbooking...How to set up layout in Photoshop Elements and upload to print

I am new to digi scrapping, but would like to try printing out my 12x12 projects. I hear Costco is good. Any tips or step-by-step instructions on how to set this up? What do I basically need to do to have a nice turn out? Help...
